Justification

Justification/Motivation

Research indicates that lack of strong institutions and adequate manpower capacity are some of the problems affecting revenue generation and optimal revenue management in Nigeria.  Consistent development of institutions and expertise overtime laid the foundation for efficient and effective revenue collection. The time is now to build capacity and give adequate attention to revenue and fiscal management.

Meanwhile, the Agenda 2063 is a developmental Vision geared toward the African continent’s unity, growth and development. One of the aspirations of this Agenda is a prosperous Africa based on inclusive growth and sustainable development. Undoubtedly, the realization of this aspiration would be a mirage when issues regarding the capacity of human resources in revenue generation are not tackled adequately.

Based on the foregoings, the broad justification for IRMR is to provide opportunities for capacity building in order to bridge gap in human resources requirement for revenue generation at this time of our national history.

Specifically, there is the need to:
  • Improve revenue administration
  • Formulate and implement revenue and fiscal policies effectively
  • Reduce breaches in revenue laws
  • Increase experts in revenue generation
  • Carry out research in revenue and accountability
  • Promote transparency and accountability in the use of revenue.
